Cosmetics CPSR 2020 Implementation Dates

Initial regulation implemented: cosmetic products Regulation (EC) No. 1223/2009

establishes the rules for placing a cosmetic product on the European market:

a Cosmetic Product Safety Report ("CPSR") must be established

Current amendement effective Regulation (EU) 2022/1531 amending Regulation (EC) No 1223/2009 of the European Parliament and of the Council as regards the use in cosmetic products of certain substances classified as carcinogenic, mutagenic or toxic for reproduction and correcting that Regulation.

This Regulation covers substances classified as CMR substances of categories 1A, 1B or 2 by Commission Delegated Regulation (EU) 2021/849.

Regulation (EU) 2020/1683 of 12 November 2020 amending Annexes II and III to Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products

Effective May 1, 2020

Regulation (EU) 2019/1966 of of 27 November 2019 amending and correcting Annexes II, III and V to Regulation (EC) No 1223/2009 of the European Parliament and of the Council on cosmetic products

It adds around 30 CMR substances to the annex II (prohibited substances)
